A notification reference confirms that information was submitted; it does not prove that the formula, safety assessment, Product Information File, claims, manufacturing, or label complies with Regulation (EC) No 1223/2009.

What did the 2025 EU Safety Gate report show?
The European Commission reported 4,671 Safety Gate alerts in 2025, the highest annual total since the system began in 2003. Cosmetics represented 36 percent of dangerous-product alerts — more than any other product category. National authorities also recorded 5,794 follow-up actions, including border stops, market withdrawals, online-listing removals, and consumer recalls.
According to the Commission, almost eight in ten cosmetic alerts concerned BMHCA, also known as Lilial, a banned synthetic fragrance ingredient associated with reproductive harm and skin irritation. The data show the difference between submitting product information and maintaining legal compliance throughout a product's commercial life.
What does CPNP notification actually do?
Article 13 of the EU Cosmetics Regulation requires the Responsible Person to notify defined product information electronically before placing the cosmetic on the EU market. CPNP makes that information available to competent authorities for market surveillance and to poison centres or similar bodies for medical treatment.
CPNP is therefore a notification and information-sharing portal. The European Commission does not pre-approve every submitted formula or label. National authorities can sample a notified product, inspect its file, identify a prohibited ingredient or labeling defect, and order corrective action after market entry.
What must exist before a valid CPNP notification?
- An EU-established Responsible Person accepted in writing and shown correctly on the product label.
- A Cosmetic Product Safety Report completed and signed by an appropriately qualified safety assessor.
- A Product Information File containing the product description, CPSR, GMP statement, claim support, and required testing information.
- A formula checked against the current prohibited, restricted, colorant, preservative, and UV-filter annexes.
- EU-compliant labeling, including INCI ingredients, warnings, nominal content, batch identification, function, durability information, origin, and required local languages.
- Manufacture under cosmetic good manufacturing practice and a post-market process for complaints and serious undesirable effects.
Why legacy formulas create CPNP risk
A formula may have been compliant when first notified and become noncompliant after an annex amendment or ingredient prohibition. A CPNP record does not update the formula, reformulate old inventory, revise labels, or refresh the CPSR automatically. The Responsible Person must monitor regulatory change and keep the compliance file current.
The 2025 BMHCA alerts illustrate the operational problem: old fragrance bases, artwork files, supplier specifications, or remaining stock can keep a prohibited ingredient in commerce after the rule changes. Portfolio control must connect each CPNP notification to the current formula version, supplier documentation, CPSR, label, and countries of sale.

Is a CPNP number an EU cosmetic certificate?
No. CPNP produces a notification reference, not an approval certificate or official finding that the cosmetic complies.
Does one CPNP notification cover all EU countries?
The central notification removes the need for a separate national product notification within the EU, but national language, labeling, distribution, tax, packaging, and market-surveillance obligations may still apply.
Who is legally accountable for the notified product?
