FDA Stories #023 — Pakistani Mercury Beauty Creams Landed on FDA's Detention List

FDA's current cosmetics import alert names multiple Pakistani skin-lightening creams for mercury, allowing detention without physical examination.

Short answer: FDA's current Import Alert 53-21 identifies several Pakistani beauty creams associated with mercury and authorizes detention without physical examination. For a listed firm or product, an active MoCRA filing or a polished US label does not remove the underlying adulteration concern.

This article summarizes public FDA import-alert records. The firms named in those records are not identified as FDABridge clients.

Which Pakistani cosmetics appear on the FDA import alert?

The Pakistan section of FDA Import Alert 53-21 lists Golden Pearl Beauty Cream, Goree Beauty Cream, Sandal Whitening Beauty Cream, and Fresh Face Beauty Cream. The public entries state that these firm-product combinations were previously listed under Import Alert 53-18 for containing mercury, with detention dates in 2019 and the FDA charge code 'POISONOUS.'

FDA published Import Alert 53-21 on March 5, 2026, consolidating products previously covered by the mercury-focused Import Alert 53-18 into a broader alert for adulterated cosmetic products and ingredients. The current alert covers heavy-metal contamination and other adulteration grounds outside separate microbiological and color-additive alerts.

What does detention without physical examination mean?

Detention without physical examination, commonly abbreviated DWPE, allows FDA field staff to detain an entry based on the import alert rather than first collecting and testing every shipment. The importer then bears the burden of providing admissibility evidence for the detained goods. A Red List entry can therefore change an ordinary import transaction into a costly evidence and release process before the product reaches the market.

Why is mercury a serious cosmetics compliance issue?

FDA restricts mercury compounds in cosmetics under 21 CFR 700.13, subject to a narrow exception for trace amounts that are unavoidable under good manufacturing practice and below the regulatory limit. FDA consumer guidance warns that mercury-containing skin-lightening products can harm the eyes, lungs, kidneys, digestive system, immune system, and nervous system.

The practical risk extends beyond what appears on the ingredient list. Heavy metals may be undeclared, introduced through contaminated raw materials, or intentionally added. Brands and responsible persons need evidence from qualified laboratories and must investigate whether the method, detection limit, sample plan, and product specification are suitable for the actual risk.

What should cosmetic exporters verify before shipping?

  • Screen the finished formula and high-risk raw materials for prohibited or restricted heavy metals using fit-for-purpose methods.
  • Confirm that the tested sample represents the commercial lot and that the laboratory result can be traced to the batch record.
  • Check FDA import alerts for the manufacturer, brand, product description, and country before accepting an order.
  • Review marketplace claims and packaging for skin-lightening or treatment language that could create separate drug-classification issues.
  • Do not treat MoCRA facility registration or product listing as FDA approval of the formulation.

Quick answers for cosmetics brands

Does MoCRA registration override an import alert?

No. Registration and product listing are filing obligations. They do not approve a cosmetic, establish that every ingredient is safe, or cancel a Red List entry.

Can a listed firm request removal from DWPE?

FDA's alert provides a process for submitting evidence that the conditions leading to the apparent violation have been resolved. The evidence must address the root cause and demonstrate sustained control, not merely one passing test.
